Key facts
- Under the Interactive Gambling Act 2001, online roulette cannot legally be offered to people in Australia. ACMA lists roulette among illegal online casino-style games. The offence is the provider's, not the player's.
- ACMA says 1,822 illegal gambling and affiliate websites have been blocked since its first blocking request in November 2019 (figure published 24 September 2026).
- Roulette is legal in person at licensed Australian casinos under regulator-approved rules. Single zero is the default wheel in the Victorian, Tasmanian and ACT rules we read.
- The wheel sets your cost: 2.70% of every dollar on single zero, 5.26% on double zero and 7.69% on Victoria's triple zero Crown Roulette, in our calculation.
- We tested six betting systems with exact maths and simulations. Every one loses 2.70% of the total bet on a single zero wheel; they only change when and how you lose.
Online roulette in Australia: the legal position
Online roulette cannot legally be offered to people in Australia. The Interactive Gambling Act 2001 makes online casino games a prohibited interactive gambling service, and ACMA, the federal regulator, lists "casino-style games (like poker, blackjack and roulette)" among the services that are illegal to offer online. That covers RNG roulette, live dealer roulette and any other format streamed or played over the internet.
Three points matter for you as a player:
- The offence is the operator's. The Act penalises providing a prohibited service. The official review of the Act noted that it does not make it an offence for Australian customers to access and use one.
- ACMA blocks illegal sites. It says 1,822 illegal gambling and affiliate websites have been blocked since its first blocking request in November 2019, in a figure published on 24 September 2026.
- Your money has no local protection. ACMA warns that people using illegal operators "risk losing their money". No Australian regulator licenses or supervises an online roulette site serving Australians.
What is legal is roulette in person at a licensed casino, and that is where every number on this site's roulette pages comes from.
Where roulette is legal: Australian casino rules
Australian casino roulette runs under rules approved by the state or territory regulator. In Victoria, the VGCCC says that by law it must approve any rules or changes to table games at the casino. The rule books we read set out the wheels clearly:
| Jurisdiction | Approved rules | Wheels and variants |
|---|---|---|
| Victoria | Crown Melbourne roulette rules, version 19.0, VGCCC approved 10 April 2026 | Single zero by default; Double Zero, Crown Roulette (triple zero, 39 pockets, introduced 28 November 2024), French Roulette, TouchBet terminals linked to a real wheel |
| Tasmania | Tasmanian Liquor and Gaming Commission roulette rules, effective 18 November 2015 | 37-compartment single zero wheel; Rapid Roulette on touch-screen stations |
| ACT | Casino Control (American Roulette) Approval 2019 | Named American Roulette, played on a single zero or double zero wheel |
The physical rules are strict: in Tasmania and the ACT the ball must be spun against the wheel and travel at least three revolutions, and in Victoria at least four, or the spin is void.
Pick the wheel before anything else
The wheel is the biggest decision you make at a roulette table, because it sets the house edge on every bet. In our calculation:
| Wheel or rule | Pockets | House edge | Average loss per $1,000 bet | Guide |
|---|---|---|---|---|
| Single zero | 37 | 2.70% | $27.03 | European roulette |
| Single zero with La Partage (even-money bets) | 37 | 1.35% | $13.51 | French roulette |
| Double zero | 38 | 5.26% | $52.63 | American roulette |
| Triple zero (Crown Roulette) | 39 | 7.69% | $76.92 | Covered in the American guide |
One warning on names: Victoria's approved French Roulette rules do not include La Partage, and Canberra's American Roulette can run on a single zero wheel. Count the green pockets and ask about the zero rule; do not trust the sign.
Online roulette real money: what you are actually risking
Apart from the law, three things change when roulette moves online.
- How results are made. RNG roulette uses software to pick the pocket. Australian and UK standards set strict tests for that software, but those standards only bind operators in their own systems. Our random number generator casino guide explains what a fair RNG must prove.
- Speed. Online wheels can spin far faster than a casino table, and the house edge is charged per spin. At $5 a spin, a 25-second round costs about twice as much per hour as a standard one; see live roulette.
- Recourse. In an Australian casino, approved rules govern disputes and the regulator sits behind them. Offshore, you are relying on an operator that is breaking Australian law by serving you.
The bets, the layout and the odds
Every roulette bet is a set of numbers. Roulette bets explained maps the table layout, inside and outside bets and the racetrack call bets, and roulette odds gives the payout, true odds and win chance for each. On a single zero wheel they all carry the same 2.70% edge; only the swing differs.
Every betting system, tested
Betting systems change the pattern of your bets, never the edge on them. We worked each one through with exact maths or simulations of 200,000 or more sessions on a single zero wheel:
| System | How it bets | One number that sums it up |
|---|---|---|
| Martingale strategy | Double after each loss | A $635 bankroll at $5 busts within 100 spins 36.3% of the time |
| Fibonacci betting system | Next Fibonacci number after a loss | Completed sequences end level or 1 unit up, never more |
| D'Alembert betting system | +1 unit after a loss, -1 after a win | Over 100 spins, 10 more losses than wins flips a profit into a loss |
| Labouchere betting system | Bet the ends of a written line | Finishes 93% of lines; failures cost about $859 at $5 units |
| Paroli betting system | Double after each win, bank after three | Three wins in a row: 11.5% of runs |
| Oscars Grind betting system | +1 unit after a win, capped | One bust erases about 93 completed series |
The short version, with Martingale, Paroli, d'Alembert and Fibonacci side by side, is our roulette strategy guide. And if you are tempted to follow "hot" or "due" numbers on a results board, read the gamblers fallacy first: each spin is independent, and no pattern on the board tells you anything about the next one.
Pundit tip: the only roulette strategy that reliably saves money is choosing the cheapest wheel and betting less in total. Everything else rearranges the same 2.70%.

Frequently asked questions
Is online roulette legal in Australia?
Online roulette cannot legally be offered to people in Australia. Under the Interactive Gambling Act 2001 it is a prohibited service, and ACMA lists roulette among the casino-style games that are illegal to offer online. The Act does not make it an offence for a customer to play, but ACMA warns that players risk losing their money.
Can I play roulette online for real money in Australia?
No Australian licence allows an operator to offer online roulette to Australians, so any site doing so is unlicensed here. ACMA has blocked 1,822 illegal gambling and affiliate websites since November 2019. If you want to play roulette for real money legally, it has to be in person at a licensed casino.
Where can I play roulette legally in Australia?
At licensed casinos, under rules approved by the state or territory regulator. In Victoria the VGCCC must by law approve any rules or changes to table games at the casino, and Tasmania and the ACT publish their approved roulette rules.
Which roulette wheel has the best odds?
A single zero wheel, at a 2.70% house edge on every standard bet. A French table that uses La Partage brings even-money bets down to 1.35%. Double zero wheels cost 5.26%, and triple zero 7.69%.
Does any roulette strategy work online or offline?
No system beats the house edge. We worked through the Martingale, Fibonacci, d'Alembert, Labouchere, Paroli and Oscar's Grind, and in every case the expected loss is 2.70% of the total amount bet on a single zero wheel.
